What is CE Certificate?

There are certain processes for the manufacturers of getting CE Certificate. Although CE Marking has been introduced for certain product groups, many products today require a CE Certificate before being offered to consumers in European Union countries and European Economic Area countries.

What is CE Certificate?

This certificate proves that the products are evaluated under the relevant directives and comply with the New Approach Directives in terms of safety, health and environmental protection requirements. The CE Certificate applies to all products manufactured in European Union countries as well as externally manufactured products that will be shipped to European Union countries. Certain steps are required to obtain a CE Certificate or apply the CE Mark. The first of these steps is to determine the requirements of the product in terms of European Union directives. For example, toys, electrical equipment, machinery, medical devices, elevators and personal protective equipment are the products and product groups that apply CE Marking. The relevant directives set out the basic requirements that products must meet.

The second step of the CE Certificate is to determine whether the product meets certain requirements. This responsibility is essentially the manufacturer. The manufacturers themselves determine whether the products meet the requirements of the relevant European Union directive. If there are harmonized European Union standards for the products and these standards are met during the production process, they will be deemed to comply with the criteria set forth in the relevant European Union directives. In general, the use of these standards is optional and the manufacturer does not have to use them. Other techniques may be applied in the relevant directives to meet the basic requirements of the local area.

The third step of the CE Certificate is to have the product tested and approved by a notified body. This process does not apply to all products. For some products, it is required to verify that the product meets certain technical requirements from specific conformity assessment bodies, ie notified bodies. When required by the notified body, this information is available from the NANDO database on the European Union website.

The fourth step of the CE Certificate is to test or have the product tested. If the product does not need to be verified by an independent organization or laboratory, manufacturers may request testing from an impartial and independent competent authority to check compliance with technical requirements. Test procedures are useful to determine the risks that may arise during the use of the products. The manufacturer may carry out such tests in their own laboratories.

The fifth step of the CE Certificate is the preparation of the technical file. This file should contain all documentation, including test results and reports that prove that the product meets the relevant technical requirements.

Finally, the last step of the CE Certificate is to prepare a declaration of conformity and to place the CE Mark on the product. The declaration of conformity must be prepared by the manufacturer and must indicate that the product meets all relevant legal requirements. The CE Mark must be visible, legible and indelible. In addition, if a notified body is involved in the CE Certification process as described in step 3, then the identification number of the notified body must be included on the product.

Within the framework of the New Approach Directives, manufacturers are responsible for ensuring the conformity of the product and obtaining the CE Certificate. However, importers should ensure that the products to be placed on the market comply with the applicable conditions and do not pose a risk to the health and safety of EU citizens. For this purpose, importers must verify that manufacturers outside the European Union have taken the necessary steps and obtained the CE Certificate.
