The pressure vessels directive 2014 / 68 / EU issued by the Council of the European Union includes pressure vessels produced in series. By constant pressure vessel is meant a vessel whose maximum pressure is subjected to an internal pressure higher than the 0.5 bar.
This directive, which came into force in 2016, replaces the previously published directive 97 / 23 / EC. This directive includes requirements and legal requirements for the safety of design, production and conformity assessment processes.
A pressure equipment consists of pressure vessels, plumbing pipes, safety devices and elements attached to pressure parts such as flanges, tubules and couplings.
Manufacturer or importer companies need to know whether pressure equipment is to be evaluated directly or whether the notified body is involved. The directive classifies pressure equipment into four categories, depending on product characteristics such as the maximum permissible pressure, volume and diameter of the pressure equipment and the desired material content. If the pressure equipment of different categories is installed in an integrated and functional unit, the highest category of pressure equipment determines the entire installation. Each module describes the eligibility process to be followed and the appropriate module is applied according to the applicable category.
By placing the CE marking on the pressure equipment, the manufacturer or importer declares that this product complies with the essential requirements of the 2014 / 68 / EU Pressure Equipment directive. Only pressure receptacles marked CE marked can be freely operated within the European Economic Area.
Parts and devices which contribute to the resistance of pressurized containers are generally unalloyed quality steel, unalloyed aluminum or aging hardened aluminum alloys. The Directive specifies products that are not covered by:
Pipelines for the transport of any fluid or substance to a facility by land or sea
Simple pressure vessels (directive 2014 / 29 / EU)
Aerosol dispensers (Directive 75 / 324 / EEC)
Blast furnaces
Pressure equipment consisting of a flexible body (eg tires and airbags)
Bottles or cans used for carbonated drinks
Radiators and pipes in hot water heating
In our country, within the scope of harmonization studies with the European Union, Pressure Equipment Regulation (2014 / 68 / EU) has been published by the Ministry of Science, Industry and Technology.
Comprehensive CE marking for pressure equipment is made by competent authorities in accordance with this regulation. In addition to the CE certification by these organizations, product classification to determine the relevant requirements, regulatory risk analysis, product conformity testing based on European harmonized standards, selection and guidance for the notified body if necessary, preparation and evaluation of the technical file, preparation and control of user instructions and Services for verifying the European Union declaration of conformity are also provided.
The Pressure Equipment Directive contains legal obligations for manufacturers, importers and distributors. Manufacturers must prepare a technical dossier for pressure equipment and carry out the conformity assessment process. The European Union then declares the conformity of the prescribed pressure equipment to the applicable requirements and affixes the CE mark on the product.
When conducting conformity assessment, product testing and safety assessment based on European harmonized standards must be carried out.
